Citizens from all parts of France, including overseas possessions, vote in national elections (presidential, legislative) and are represented to the Senate. Contrary to other countries such as the United States, there is not a two-tiered system whereby some parts of the territory have the right to vote in national elections, and some do not.

After the war of 1689-1697 gained France only Haiti (lost to a slave revolt a century later), the War of the Spanish Succession (1701-1713) ended with the undoing of Louis's dreams of a Franco-Spanish Bourbon empire: the two conflicts strained French resources already weakened by disastrous harvests in the 1690s and in 1709, as well as by the revocation (1685) of the Edict of Nantes and the consequent loss of Huguenot support and manpower.

Current President Jacques Chirac assumed office May 17, 1995, after a campaign focused on the need to combat France's stubbornly high unemployment rate. The center of domestic attention soon shifted, however, to the economic reform and belt-tightening measures required for France to meet the criteria for Economic and Monetary Union (EMU) laid out by the Maastricht Treaty. In late 1995, France experienced its worst labor unrest in at least a decade, as employees protested government cutbacks.

The gouvernement, or cabinet, is headed by the Prime Minister of France. It has at its disposal the civil service the government agencies and the armed forces. (The term "cabinet" itself is rarely used in this sense, even in translation, as it is used in French to mean a minister's private office. In French, the word gouvernement can refer to government, but generally refers to the cabinet.)

Today, France is at the forefront of European states seeking to exploit the momentum of monetary union to advance the creation of a more unified and capable European political, defence and security apparatus.

Legislation passed in 1998 shortened the legal workweek from 39 to 35 hours effective January 1, 2000. A key objective of the legislation is to encourage job creation, for which significant new subsidies will be made available. It is difficult to assess the impact of workweek reduction on growth and jobs since many of the key economic parameters, such as the impact on labour costs and company's ability to reorganize work schedules, will depend on the outcome of labour-management negotiations which should extend through 2000 and beyond. France is a founding member of the European Union, and its largest member state with respect to land area. France is also a founding member of NATO and the UN, and a permanent member of the UN Security Council. It is one of only seven acknowledged nuclear powers in existence.

During the reign of Louis XIV (1643-1715), France was the dominant power in Europe, aided by the diplomacy of Richelieu's successor (1642-1661) Cardinal Mazarin and the economic policies (1661-1683) of Colbert. Renewed war (1667-1668 and 1672-1678) brought further territorial gains (Artois and western Flanders and the free county of Burgundy, left to the Empire in 1482), but at the cost of the increasingly concerted opposition of rival powers.

France is the fourth-largest Western industrialized economy. It has substantial agricultural resources, a large industrial base, and a highly skilled work force. A dynamic services sector accounts for an increasingly large share of economic activity (72% in 1997) and is responsible for nearly all job creation in recent years. GDP growth averaged 2% between 1994 and 1998, with 3% recorded in 2000.

Statute legislation may be proposed by the government (i.e. the council of ministers), or by members of parliament. In the first case, it is a projet de loi, in the latter case, a proposition de loi. All projets de loi must undergo compulsory advisory review by the Conseil d'État before being submitted to parliament. Propositions de loi cannot increase the financial load of the state without providing for funding.
