In late 1995, France experienced its worst labor unrest in at least a decade, as employees protested government cutbacks.

In its Constitution, France declares itself to be an indivisible, laïque (roughly, "secular") democratic and social republic. France's constitution enacts a separation of powers as well as the respect for a number of constitutional rights.

The National Assembly may cause the resignation of the executive cabinet by voting a motion of censure. For this reason, the prime minister and his cabinet are necessarily from the dominant party or coalition in the assembly. In the case of a president and assembly from opposing parties, this leads to the situation known as cohabitation. While motions of censure are periodically proposed by the opposition following government actions that it deems highly inappropriate, they are purely rhetorical; party discipline ensures that, throughout a parliamentary term, the government is never overthrown by the Assembly.

The constitution does not contain a bill of rights in itself, but its preamble mentions that France should follow the principles of the Declaration of the Rights of Man and of the Citizen, as well as those of the preamble to the constitution of the Fourth Republic. This has been judged to imply that the principles laid in those texts had constitutional value, and that legislation infringing on those principles should be found unconstitutional.

Following the seizure of the (then separate) English, Irish and Scottish thrones by the Dutch prince William of Orange in 1688, the anti-French "Grand Alliance" of 1689 inaugurated more than a century of intermittent European conflict in which Britain would play an ever more important role, seeking in particular to keep France out of the Netherlands (the Dutch provinces and the future Belgium, then under Spanish rule).

Statute legislation may be proposed by the government (i.e. the council of ministers), or by members of parliament. In the first case, it is a projet de loi, in the latter case, a proposition de loi. All projets de loi must undergo compulsory advisory review by the Conseil d'État before being submitted to parliament. Propositions de loi cannot increase the financial load of the state without providing for funding.

Napoleon Bonaparte seized control of the republic in 1799, making himself First Consul. His armies engaged in several wars across Europe, conquered many countries and established new kingdoms with Napoleon's family members at the helm. Following his defeat in 1815, the French monarchy was re-established, which was then legislatively abolished and followed by a Second Republic in 1848. The Second Republic ended when the late Emperor's nephew, Louis-Napoléon Bonaparte was elected President and proclaimed a Second Empire in 1852. Less ambitious than his uncle, the second Napoleon was also ultimately unseated, and republican rule returned for a third time in the Third Republic (1870).

The extinction of the main Capetian line (1328) brought to the throne the related house of Valois, but as Philippe IV's grandson, Edward III of England claimed the French crown for himself, inaugurating the succession of conflicts known collectively as the Hundred Years' War. Traditionally a predominantly Roman Catholic country, with anticlerical leanings, France is since the 1970s a very secular country. Freedom of religion is a constitutional right, as reflected by the Declaration of the Rights of Man and of the Citizen. The dominant concept of the relationships between the public sphere and religions is that of laïcité, which implies that the government does not intervene in religious dogma, and that religions should refrain from intervening in policy-making. After the war of 1689-1697 gained France only Haiti (lost to a slave revolt a century later), the War of the Spanish Succession (1701-1713) ended with the undoing of Louis's dreams of a Franco-Spanish Bourbon empire: the two conflicts strained French resources already weakened by disastrous harvests in the 1690s and in 1709, as well as by the revocation (1685) of the Edict of Nantes and the consequent loss of Huguenot support and manpower.

While France continues to revere its rich history and independence, French leaders increasingly tie the future of France to the continued development of the European Union (EU). During President Mitterrand's tenure, he stressed the importance of European integration and advocated the ratification of the Maastricht Treaty on European economic and political union, which France's electorate narrowly approved in September 1992.
