Statute legislation may be proposed by the government (i.e. the council of ministers), or by members of parliament. In the first case, it is a projet de loi, in the latter case, a proposition de loi. GDP growth averaged 2% between 1994 and 1998, with 3% recorded in 2000. In its Constitution, France declares itself to be an indivisible, laïque (roughly, "secular") democratic and social republic. France's constitution enacts a separation of powers as well as the respect for a number of constitutional rights. Senators are chosen by an electoral college of about 145,000 local elected officials for 6-year terms, and one half of the Senate is renewed every 3 years. Before the law of 30 July 2004, senators were elected for 9 years, renewed by thirds every 3 years. There are currently 321 senators, but there will be 346 in 2010; 304 represent the metropolitan and overseas départements, five the other dependencies and 12 the French established abroad. As France is the most popular touristic country in the world, tourism is a significant contributor to the French Economy. In the 1960s the government heavily promoted the development of skiing in the French Alps through the development of new high level resorts including some of the World's most extensive. The extinction of the main Capetian line (1328) brought to the throne the related house of Valois, but as Philippe IV's grandson, Edward III of England claimed the French crown for himself, inaugurating the succession of conflicts known collectively as the Hundred Years' War. The following century was to see devastating warfare, peasant revolts in both England (Wat Tyler's revolt of 1381) and France (the Jacquerie of 1358) and the growth of nationhood in both countries. The capital and most populous city, Paris, is one of the most famous and beautiful cities in the world, and home to numerous historical buildings and monuments. During the reign of Louis XIV (1643-1715), France was the dominant power in Europe, aided by the diplomacy of Richelieu's successor (1642-1661) Cardinal Mazarin and the economic policies (1661-1683) of Colbert. Renewed war (1667-1668 and 1672-1678) brought further territorial gains (Artois and western Flanders and the free county of Burgundy, left to the Empire in 1482), but at the cost of the increasingly concerted opposition of rival powers. A popular referendum approved the constitution of the French Fifth Republic in 1958, greatly strengthening the authority of the presidency and the executive in relation to Parliament. The French constitution establishes a semi-presidential system, where the President of France has a strong influence, but where, ultimately, the deciding factor is the majority of the French National Assembly. Louis XVI's reign (1774-1792) saw a temporary revival of French fortunes through intervention (1778-1783) in support of Britain's rebel American colonies. But the over-ambitious projects and military campaigns the past century had produced chronic financial problems. Deteriorating economic conditions, popular resentment against the complicated system of privileges granted the nobility and clerics, and a lack of alternate avenues for change were among the principal causes of the French Revolution. This led to the formation of the First Republic on September 21, 1792.
