It has long been customary for members of parliaments to have, in addition to their mandate as deputy or senator, some local mandate, such as mayor of a city; thus, the phrases "deputy-mayor" (député-maire) and "senator-mayor" (sénateur-maire). This is known as the cumul of electoral mandates. Proponents of the cumul allege that having local responsibilities ensures that members of parliament stay in contact with the reality of their consistuency; also, they are said to be able to defend the interest of their city etc. better by having a seat in parliament. France's founding membership in the European Union largely defines France's current foreign policy. The French Republic is furthermore a member of the Secretariat of the Pacific Community (SPC) and of the Indian Ocean Commission (COI), and an associate member of the Association of Caribbean States (ACS). France is also a leading member or the International Organisation of Francophonie (OIF) which gathers 51 fully or partly French-speaking countries. After the war of 1689-1697 gained France only Haiti (lost to a slave revolt a century later), the War of the Spanish Succession (1701-1713) ended with the undoing of Louis's dreams of a Franco-Spanish Bourbon empire: the two conflicts strained French resources already weakened by disastrous harvests in the 1690s and in 1709, as well as by the revocation (1685) of the Edict of Nantes and the consequent loss of Huguenot support and manpower. During the reign of Louis XIV (1643-1715), France was the dominant power in Europe, aided by the diplomacy of Richelieu's successor (1642-1661) Cardinal Mazarin and the economic policies (1661-1683) of Colbert. Renewed war (1667-1668 and 1672-1678) brought further territorial gains (Artois and western Flanders and the free county of Burgundy, left to the Empire in 1482), but at the cost of the increasingly concerted opposition of rival powers. While France continues to revere its rich history and independence, French leaders increasingly tie the future of France to the continued development of the European Union (EU). During President Mitterrand's tenure, he stressed the importance of European integration and advocated the ratification of the Maastricht Treaty on European economic and political union, which France's electorate narrowly approved in September 1992. The National Assembly may cause the resignation of the executive cabinet by voting a motion of censure. For this reason, the prime minister and his cabinet are necessarily from the dominant party or coalition in the assembly. In the case of a president and assembly from opposing parties, this leads to the situation known as cohabitation. While motions of censure are periodically proposed by the opposition following government actions that it deems highly inappropriate, they are purely rhetorical; party discipline ensures that, throughout a parliamentary term, the government is never overthrown by the Assembly. The constitution does not contain a bill of rights in itself, but its preamble mentions that France should follow the principles of the Declaration of the Rights of Man and of the Citizen, as well as those of the preamble to the constitution of the Fourth Republic. This has been judged to imply that the principles laid in those texts had constitutional value, and that legislation infringing on those principles should be found unconstitutional. A growing urban-based Protestant minority (later dubbed Huguenots) faced ever harsher repression under the rule of King Henri II. Renewed Catholic reaction headed by the powerful dukes of Guise culminated in a massacre of Huguenots (1562), starting the first of the French Wars of Religion, during which English, (Scottish?), German and Spanish forces intervened on the side of rival Protestant and Catholic forces. The French Republic or France is a country whose metropolitan territory is located in western Europe, and which is further made up of a collection of overseas islands and territories located in other continents. Louis XVI's reign (1774-1792) saw a temporary revival of French fortunes through intervention (1778-1783) in support of Britain's rebel American colonies. But the over-ambitious projects and military campaigns the past century had produced chronic financial problems. Deteriorating economic conditions, popular resentment against the complicated system of privileges granted the nobility and clerics, and a lack of alternate avenues for change were among the principal causes of the French Revolution. This led to the formation of the First Republic on September 21, 1792. The gouvernement, or cabinet, is headed by the Prime Minister of France. It has at its disposal the civil service the government agencies and the armed forces. (The term "cabinet" itself is rarely used in this sense, even in translation, as it is used in French to mean a minister's private office. In French, the word gouvernement can refer to government, but generally refers to the cabinet.) Citizens from all parts of France, including overseas possessions, vote in national elections (presidential, legislative) and are represented to the Senate. Contrary to other countries such as the United States, there is not a two-tiered system whereby some parts of the territory have the right to vote in national elections, and some do not. Traditionally a predominantly Roman Catholic country, with anticlerical leanings, France is since the 1970s a very secular country. Freedom of religion is a constitutional right, as reflected by the Declaration of the Rights of Man and of the Citizen. The dominant concept of the relationships between the public sphere and religions is that of laïcité, which implies that the government does not intervene in religious dogma, and that religions should refrain from intervening in policy-making. Tensions occasionally erupt about the alleged or real behaviour of some part of the Muslim minority, or about alleged or real discrimination against that community; see Islam in France. Starting with the 19th century, the historical evolution of the population in France has been extremely atypical in the Western World. Unlike the rest of Europe, France did not experience a strong population growth in the 19th century and first half of the 20th century. Conversely, it experienced a much stronger growth in the second half of the 20th century than the rest of Europe or indeed its own growth in the previous centuries. One of the most important events during the Third Republic was the Dreyfus Affair, a political scandal that highlighted the dangerous levels of Anti-semitism and clerical power in the higher reaches of the French political and military systems, towards the end of the 19th century, which ultimately led to the speedy passing of the 1905 law on laïcité, split the whole nation and is referred to in most of the issues in France since that date.
