Napoleon Bonaparte seized control of the republic in 1799, making himself First Consul. His armies engaged in several wars across Europe, conquered many countries and established new kingdoms with Napoleon's family members at the helm. Following his defeat in 1815, the French monarchy was re-established, which was then legislatively abolished and followed by a Second Republic in 1848. The Second Republic ended when the late Emperor's nephew, Louis-Napoléon Bonaparte was elected President and proclaimed a Second Empire in 1852. Less ambitious than his uncle, the second Napoleon was also ultimately unseated, and republican rule returned for a third time in the Third Republic (1870). According to a different calculation cited by the Pew Research Center, the EEZ of France would be 10,084,201 km² (3,893,532 sq. miles), behind the United States (12,174,629 km² / 4,700,651 sq. miles), but ahead of Australia (8,980,568 km² / 3,467,416 sq. miles) and Russia (7,566,673 km² / 2,921,508 sq. miles). As France is the most popular touristic country in the world, tourism is a significant contributor to the French Economy. In the 1960s the government heavily promoted the development of skiing in the French Alps through the development of new high level resorts including some of the World's most extensive. The official language spoken in France is French. Several regional languages (including Basque, Breton, Catalan, Corsican, Dutch (Flemish), Alsatian, Occitan and Oïl languages) are also occasionally understood and spoken, mostly by elderly people, but the French government and public school system discouraged the use of any of them until recently. The midpoint of the Third Republic was known as the belle époque in France, a golden time of beauty, innovation, and peace with its European neighbors. New inventions made life easier at all social levels, the cultural scene thrived, cabaret, cancan, and the cinema were born, and art took new forms with Impressionism and Art Nouveau. The glory of this turn-of-the-century period came to an end with the outbreak of World War I. France's founding membership in the European Union largely defines France's current foreign policy. The French Republic is furthermore a member of the Secretariat of the Pacific Community (SPC) and of the Indian Ocean Commission (COI), and an associate member of the Association of Caribbean States (ACS). France is also a leading member or the International Organisation of Francophonie (OIF) which gathers 51 fully or partly French-speaking countries. Statute legislation may be proposed by the government (i.e. the council of ministers), or by members of parliament. In the first case, it is a projet de loi, in the latter case, a proposition de loi. All projets de loi must undergo compulsory advisory review by the Conseil d'État before being submitted to parliament. Propositions de loi cannot increase the financial load of the state without providing for funding. The National Assembly may cause the resignation of the executive cabinet by voting a motion of censure. For this reason, the prime minister and his cabinet are necessarily from the dominant party or coalition in the assembly. In the case of a president and assembly from opposing parties, this leads to the situation known as cohabitation. While motions of censure are periodically proposed by the opposition following government actions that it deems highly inappropriate, they are purely rhetorical; party discipline ensures that, throughout a parliamentary term, the government is never overthrown by the Assembly. France surrendered to Nazi Germany early in World War II (June 24, 1940). Nazi Germany occupied three fifths of France's territory leaving the rest to the new Vichy collaboration government established on July 10, 1940 under Henri Philippe Pétain. Its senior leaders acquiesced in the plunder of French resources, as well as the sending of French forced labor to Nazi Germany; in doing so, they claimed they hoped to preserve at least some small amount of French sovereignty. The Nazi German occupation proved costly, however, as Nazi Germany appropriated a full one-half of France's public sector revenue.
