Current President Jacques Chirac assumed office May 17, 1995, after a campaign focused on the need to combat France's stubbornly high unemployment rate. The center of domestic attention soon shifted, however, to the economic reform and belt-tightening measures required for France to meet the criteria for Economic and Monetary Union (EMU) laid out by the Maastricht Treaty. In late 1995, France experienced its worst labor unrest in at least a decade, as employees protested government cutbacks. Under the constitution, the president was originally elected for a seven year term; this has been reduced to five years. The president names the prime minister, presides over the cabinet, commands the armed forces, and concludes treaties. The president may submit questions to national referenda and can dissolve the National Assembly. In certain emergencies, the president may assume special, comprehensive powers. Today, France is at the forefront of European states seeking to exploit the momentum of monetary union to advance the creation of a more unified and capable European political, defence and security apparatus. Statute legislation may be proposed by the government (i.e. the council of ministers), or by members of parliament. In the first case, it is a projet de loi, in the latter case, a proposition de loi. All projets de loi must undergo compulsory advisory review by the Conseil d'État before being submitted to parliament. Propositions de loi cannot increase the financial load of the state without providing for funding. After the Allied landings in North Africa (Operation Torch) the German Army occupied southern France as well (Case Anton), leading to the scuttling of the French Fleet at Toulon. After four years of occupation and strife, Allied forces, including Free French Forces, liberated France in 1944.France emerged from World War II to face a series of new problems. After a short period of provisional government initially led by General Charles de Gaulle, a new constitution (October 13, 1946) established the Fourth Republic under a parliamentary form of government controlled by a series of coalitions. The mixed nature of the coalitions and a consequent lack of agreement on measures for dealing with colonial wars in Indochina and Algeria caused successive cabinet crises and changes of government. The war in Indochina ended with French withdrawal in 1954. The extinction of the main Capetian line (1328) brought to the throne the related house of Valois, but as Philippe IV's grandson, Edward III of England claimed the French crown for himself, inaugurating the succession of conflicts known collectively as the Hundred Years' War. The following century was to see devastating warfare, peasant revolts in both England (Wat Tyler's revolt of 1381) and France (the Jacquerie of 1358) and the growth of nationhood in both countries. Napoleon Bonaparte seized control of the republic in 1799, making himself First Consul. His armies engaged in several wars across Europe, conquered many countries and established new kingdoms with Napoleon's family members at the helm. Following his defeat in 1815, the French monarchy was re-established, which was then legislatively abolished and followed by a Second Republic in 1848. The Second Republic ended when the late Emperor's nephew, Louis-Napoléon Bonaparte was elected President and proclaimed a Second Empire in 1852. Less ambitious than his uncle, the second Napoleon was also ultimately unseated, and republican rule returned for a third time in the Third Republic (1870). While France continues to revere its rich history and independence, French leaders increasingly tie the future of France to the continued development of the European Union (EU). During President Mitterrand's tenure, he stressed the importance of European integration and advocated the ratification of the Maastricht Treaty on European economic and political union, which France's electorate narrowly approved in September 1992. Although ultimately a victor in World Wars I and II, France - much like Britain - suffered extensive losses in its empire, comparative economic status, working population, and status as a dominant nation-state. Since 1958, it has constructed a semi-presidential democracy (known as the Fifth Republic) that has not succumbed to the instabilities experienced in earlier, more parliamentary regimes. It has long been customary for members of parliaments to have, in addition to their mandate as deputy or senator, some local mandate, such as mayor of a city; thus, the phrases "deputy-mayor" (député-maire) and "senator-mayor" (sénateur-maire). This is known as the cumul of electoral mandates. Proponents of the cumul allege that having local responsibilities ensures that members of parliament stay in contact with the reality of their consistuency; also, they are said to be able to defend the interest of their city etc. better by having a seat in parliament. The official language spoken in France is French. Several regional languages (including Basque, Breton, Catalan, Corsican, Dutch (Flemish), Alsatian, Occitan and Oïl languages) are also occasionally understood and spoken, mostly by elderly people, but the French government and public school system discouraged the use of any of them until recently. The regional languages are now taught at some schools, though French remains the only official language in use by the government, local or national. Following the seizure of the (then separate) English, Irish and Scottish thrones by the Dutch prince William of Orange in 1688, the anti-French "Grand Alliance" of 1689 inaugurated more than a century of intermittent European conflict in which Britain would play an ever more important role, seeking in particular to keep France out of the Netherlands (the Dutch provinces and the future Belgium, then under Spanish rule). On the eve of the French Revolution of 1789, France was a predominantly rural country ruled by an absolute monarch and the aristocracy under the now-called ancien régime, very backwards in many ways (for instance, torture was considered an appropriate means of extracting confessions in criminal trials; there was no freedom of religion, except that Protestantism was tolerated...). The ideas of the Enlightenment had however begun to permeate the educated classes of society.
