Settled mainly by the Gauls and related Celtic peoples (apart from a shrinking area of Basque population in the south-west and Ligurian population on the southern coast), the area of modern France comprised the bulk of the region of Gaul (Latin Gallia) under Roman rule from the 1st century BC to the 5th century AD. The Palace of Versailles is the prime tourist destination in France followed by the great châteaux of the Loire Valley. Following the Second World War, and especially the Fifth Republic, France embarked on an ambitious and mostly very successful program of modernization, under state impulse and coordination. This program of dirigisme, mostly implemented by right-wing governments, involved the state control of a minority of the industry, such as transportation, energy and telecommunication infrastructures, as well as various incentives for private corporations to merge or engage in certain projects. Louis XVI's reign (1774-1792) saw a temporary revival of French fortunes through intervention (1778-1783) in support of Britain's rebel American colonies. But the over-ambitious projects and military campaigns the past century had produced chronic financial problems. Deteriorating economic conditions, popular resentment against the complicated system of privileges granted the nobility and clerics, and a lack of alternate avenues for change were among the principal causes of the French Revolution. This led to the formation of the First Republic on September 21, 1792. A popular referendum approved the constitution of the French Fifth Republic in 1958, greatly strengthening the authority of the presidency and the executive in relation to Parliament. The French constitution establishes a semi-presidential system, where the President of France has a strong influence, but where, ultimately, the deciding factor is the majority of the French National Assembly. France has a system of civil law, but jurisprudence plays an important role similar to that of case law. France uses a civil law system; that is, law arises primarly from written statutes; judges are supposed not to make law, but to merely interpret it (though the amount of judge interpretation in certain areas makes it equivalent to case law). Despite the conclusion of a Concordat between France and the Papacy (1516), granting the crown unrivalled power in senior ecclesiastical appointments, France was deeply affected by the Protestant Reformation's attempt to break the unity of Roman Catholic Europe. The National Assembly may cause the resignation of the executive cabinet by voting a motion of censure. For this reason, the prime minister and his cabinet are necessarily from the dominant party or coalition in the assembly. In the case of a president and assembly from opposing parties, this leads to the situation known as cohabitation. While motions of censure are periodically proposed by the opposition following government actions that it deems highly inappropriate, they are purely rhetorical; party discipline ensures that, throughout a parliamentary term, the government is never overthrown by the Assembly. France is a unitary state. However, the various legal subdivisions, the régions, départements and communes, have various attributions, and the national government is prohibited from intruding into their legal normal operations. The reign (1715-1774) of Louis XV saw an initial return to peace and prosperity under the regency (1715-1723) of Philippe II, duke of Orléans, whose policies were largely continued (1726-1743) by Cardinal Fleury, prime minister in all but name, renewed war with the Empire (1733-1735 and 1740-1748) being fought largely in the East. But alliance with the traditional Habsburg enemy (the "Diplomatic Revolution" of 1756) against the rising power of Britain and Prussia led to costly failure in the Seven Years' War (1756-1763). As France is the most popular touristic country in the world, tourism is a significant contributor to the French Economy. In the 1960s the government heavily promoted the development of skiing in the French Alps through the development of new high level resorts including some of the World's most extensive. France surrendered to Nazi Germany early in World War II (June 24, 1940). Nazi Germany occupied three fifths of France's territory leaving the rest to the new Vichy collaboration government established on July 10, 1940 under Henri Philippe Pétain. Its senior leaders acquiesced in the plunder of French resources, as well as the sending of French forced labor to Nazi Germany; in doing so, they claimed they hoped to preserve at least some small amount of French sovereignty. The Nazi German occupation proved costly, however, as Nazi Germany appropriated a full one-half of France's public sector revenue. Due to its numerous overseas departments and territories scattered on all oceans of the planet, France possesses the second-largest exclusive economic zone (EEZ) in the world, covering 11,035,000 km² (4,260,000 sq. miles), just behind the EEZ of the United States (11,351,000 km² / 4,383,000 sq. miles), but ahead of the EEZ of Australia (8,232,000 km² / 3,178,000 sq. miles). According to a different calculation cited by the Pew Research Center, the EEZ of France would be 10,084,201 km² (3,893,532 sq. miles), behind the United States (12,174,629 km² / 4,700,651 sq. miles), but ahead of Australia (8,980,568 km² / 3,467,416 sq. miles) and Russia (7,566,673 km² / 2,921,508 sq. miles). The midpoint of the Third Republic was known as the belle époque in France, a golden time of beauty, innovation, and peace with its European neighbors. New inventions made life easier at all social levels, the cultural scene thrived, cabaret, cancan, and the cinema were born, and art took new forms with Impressionism and Art Nouveau. The glory of this turn-of-the-century period came to an end with the outbreak of World War I.
