Louis XVI's reign (1774-1792) saw a temporary revival of French fortunes through intervention (1778-1783) in support of Britain's rebel American colonies. Proponents of the cumul allege that having local responsibilities ensures that members of parliament stay in contact with the reality of their consistuency; also, they are said to be able to defend the interest of their city etc. better by having a seat in parliament. France is the fourth-largest Western industrialized economy. It has substantial agricultural resources, a large industrial base, and a highly skilled work force. A growing urban-based Protestant minority (later dubbed Huguenots) faced ever harsher repression under the rule of King Henri II. Renewed Catholic reaction headed by the powerful dukes of Guise culminated in a massacre of Huguenots (1562), starting the first of the French Wars of Religion, during which English, (Scottish?), German and Spanish forces intervened on the side of rival Protestant and Catholic forces. France is a democracy organised as a unitary semi-presidential republic. It is a developed nation whose modern economy is the fifth-largest in the world in 2003. Its main values are expressed in the Declaration of the Rights of Man and of the Citizen. While France continues to revere its rich history and independence, French leaders increasingly tie the future of France to the continued development of the European Union (EU). During President Mitterrand's tenure, he stressed the importance of European integration and advocated the ratification of the Maastricht Treaty on European economic and political union, which France's electorate narrowly approved in September 1992. Government economic policy aims to promote investment and domestic growth in a stable fiscal and monetary environment. Creating jobs and reducing the high unemployment rate has been a top priority.
