Following the Second World War, and especially the Fifth Republic, France embarked on an ambitious and mostly very successful program of modernization, under state impulse and coordination. This program of dirigisme, mostly implemented by right-wing governments, involved the state control of a minority of the industry, such as transportation, energy and telecommunication infrastructures, as well as various incentives for private corporations to merge or engage in certain projects. During the reign of Louis XIV (1643-1715), France was the dominant power in Europe, aided by the diplomacy of Richelieu's successor (1642-1661) Cardinal Mazarin and the economic policies (1661-1683) of Colbert. Renewed war (1667-1668 and 1672-1678) brought further territorial gains (Artois and western Flanders and the free county of Burgundy, left to the Empire in 1482), but at the cost of the increasingly concerted opposition of rival powers. The national government of France is divided into an executive branch, a legislative branch and a judiciary branch. The President of France has some direct executive power but most of the formal power resides in his appointee the Prime Minister of France, the choice of which in practice has to be approved by the French National Assembly, the lower house of Parliament (see below for a discussion of the division of power between the President and Prime Minister). Parliament passes statutes and votes the budget; it also controls the action of the executive through questioning and enquiry commissions. The constitutionality of the statutes is checked by the Constitutional Council. Finally, the independent judiciary is divided into the judicial branch (dealing with civil and criminal law) and the administrative branch (dealing with recourses against executive decisions), each with their own independent supreme court. In addition, the French government comprises various bodies checking against possible abuses of power and independant agencies. Statute legislation may be proposed by the government (i.e. the council of ministers), or by members of parliament. In the first case, it is a projet de loi, in the latter case, a proposition de loi. All projets de loi must undergo compulsory advisory review by the Conseil d'État before being submitted to parliament. Propositions de loi cannot increase the financial load of the state without providing for funding. Membership in France's labour unions accounts for less than 10% of the private sector workforce (in 2003, 8.2% of the workforce) and is concentrated in the education, manufacturing, transportation, and heavy industry sectors. Most unions are affiliated with one of the competing national federations, the largest and most powerful of which are the CGT, FO, and CFDT. Starting with the 19th century, the historical evolution of the population in France has been extremely atypical in the Western World. Unlike the rest of Europe, France did not experience a strong population growth in the 19th century and first half of the 20th century. Conversely, it experienced a much stronger growth in the second half of the 20th century than the rest of Europe or indeed its own growth in the previous centuries. The reign (1715-1774) of Louis XV saw an initial return to peace and prosperity under the regency (1715-1723) of Philippe II, duke of Orléans, whose policies were largely continued (1726-1743) by Cardinal Fleury, prime minister in all but name, renewed war with the Empire (1733-1735 and 1740-1748) being fought largely in the East. But alliance with the traditional Habsburg enemy (the "Diplomatic Revolution" of 1756) against the rising power of Britain and Prussia led to costly failure in the Seven Years' War (1756-1763). The Parliament of France consists in two houses: the National Assembly and the Senate; the Assembly is the pre-eminent body. The National Assembly is the principal legislative body. Its 577 deputies are directly elected for 5-year terms in local majority votes, and all seats are voted on in each election. France is the European Union's leading agricultural producer, accounting for about one-third of all agricultural land within the EU. Northern France is characterized by large wheat farms. Dairy products, pork, poultry, and apple production are concentrated in the western region. Beef production is located in central France, while the production of fruits, vegetables, and wine ranges from central to southern France. France is a large producer of many agricultural products and is currently expanding its forestry and fishery industries. The implementation of the Common Agricultural Policy (CAP) and the Uruguay Round of the GATT Agreement have resulted in reforms in the agricultural sector of the economy. The capital and most populous city, Paris, is one of the most famous and beautiful cities in the world, and home to numerous historical buildings and monuments. Metropolitan France extends from the Mediterranean Sea to the North Sea, and from the Rhine River to the Atlantic Ocean; it is bordered by the United Kingdom, Belgium, Luxembourg, Germany, Switzerland, Italy, Monaco, Andorra, and Spain. The French Republic also shares land borders overseas with Brazil, Suriname, and the Netherlands. Dirigisme came to be highly contested in the 1980s, with complaints of bureaucracy and lack of reactivity to new challenges. As a result the government largely retreated from economic intervention; Dirigisme has now essentially receded. Despite significant reform and privatization over the past 15 years, the government continues to control a large share of economic activity: Government spending, at 53% of GDP in 2000, is the highest in the G-7. Labour conditions and wages are highly regulated. The government continues to own shares in corporations in a range of sectors, including banking, energy production and distribution, automobiles, transportation, and telecommunications. Napoleon Bonaparte seized control of the republic in 1799, making himself First Consul. His armies engaged in several wars across Europe, conquered many countries and established new kingdoms with Napoleon's family members at the helm. Following his defeat in 1815, the French monarchy was re-established, which was then legislatively abolished and followed by a Second Republic in 1848. The Second Republic ended when the late Emperor's nephew, Louis-Napoléon Bonaparte was elected President and proclaimed a Second Empire in 1852. Less ambitious than his uncle, the second Napoleon was also ultimately unseated, and republican rule returned for a third time in the Third Republic (1870). Legislation passed in 1998 shortened the legal workweek from 39 to 35 hours effective January 1, 2000. A key objective of the legislation is to encourage job creation, for which significant new subsidies will be made available. It is difficult to assess the impact of workweek reduction on growth and jobs since many of the key economic parameters, such as the impact on labour costs and company's ability to reorganize work schedules, will depend on the outcome of labour-management negotiations which should extend through 2000 and beyond. New inventions made life easier at all social levels, the cultural scene thrived, cabaret, cancan, and the cinema were born, and art took new forms with Impressionism and Art Nouveau. The glory of this turn-of-the-century period came to an end with the outbreak of World War I.
