France surrendered to Nazi Germany early in World War II (June 24, 1940). Nazi Germany occupied three fifths of France's territory leaving the rest to the new Vichy collaboration government established on July 10, 1940 under Henri Philippe Pétain. Its senior leaders acquiesced in the plunder of French resources, as well as the sending of French forced labor to Nazi Germany; in doing so, they claimed they hoped to preserve at least some small amount of French sovereignty. The Nazi German occupation proved costly, however, as Nazi Germany appropriated a full one-half of France's public sector revenue. France is the fourth-largest Western industrialized economy. It has substantial agricultural resources, a large industrial base, and a highly skilled work force. A dynamic services sector accounts for an increasingly large share of economic activity (72% in 1997) and is responsible for nearly all job creation in recent years. GDP growth averaged 2% between 1994 and 1998, with 3% recorded in 2000. In 1959, in an occasion marking the first time in the 20th century that the people of France went to the polls to elect a president by direct ballot, de Gaulle won re-election with a 55% share of the vote, defeating François Mitterrand. While the main territory of France (la métropole) is located in Western Europe, France is also constituted from territories in North America, the Caribbean, South America, the western and southern Indian Ocean, the northern and southern Pacific Ocean, and Antarctica (sovereignty claims in Antarctica are not recognised by most countries). The gouvernement, or cabinet, is headed by the Prime Minister of France. It has at its disposal the civil service the government agencies and the armed forces. (The term "cabinet" itself is rarely used in this sense, even in translation, as it is used in French to mean a minister's private office. In French, the word gouvernement can refer to government, but generally refers to the cabinet.) Statute legislation may be proposed by the government (i.e. the council of ministers), or by members of parliament. In the first case, it is a projet de loi, in the latter case, a proposition de loi. All projets de loi must undergo compulsory advisory review by the Conseil d'État before being submitted to parliament. Propositions de loi cannot increase the financial load of the state without providing for funding. The capital and most populous city, Paris, is one of the most famous and beautiful cities in the world, and home to numerous historical buildings and monuments. Traditionally, decision-making in France was highly centralized, with each of France's departments headed by a prefect appointed by the central government. In 1982, the national government passed legislation to decentralize authority by giving a wide range of administrative and fiscal powers to local elected officials. In March 1986, regional councils were directly elected for the first time, and the process of decentralization continues, albeit at a slow pace. France possesses a large variety of landscapes, ranging from coastal plains in the north and west, where France borders the North Sea and the Atlantic Ocean, to the mountain ranges in the south (the Pyrenees) and the southeast (the Alps), of which the latter contains the highest point of Europe, the Mont Blanc at 4810 m. Metropolitan France extends from the Mediterranean Sea to the North Sea, and from the Rhine River to the Atlantic Ocean; it is bordered by the United Kingdom, Belgium, Luxembourg, Germany, Switzerland, Italy, Monaco, Andorra, and Spain. The French Republic also shares land borders overseas with Brazil, Suriname, and the Netherlands. Although ultimately a victor in World Wars I and II, France - much like Britain - suffered extensive losses in its empire, comparative economic status, working population, and status as a dominant nation-state. Since 1958, it has constructed a semi-presidential democracy (known as the Fifth Republic) that has not succumbed to the instabilities experienced in earlier, more parliamentary regimes. Louis XVI's reign (1774-1792) saw a temporary revival of French fortunes through intervention (1778-1783) in support of Britain's rebel American colonies. But the over-ambitious projects and military campaigns the past century had produced chronic financial problems. Deteriorating economic conditions, popular resentment against the complicated system of privileges granted the nobility and clerics, and a lack of alternate avenues for change were among the principal causes of the French Revolution. This led to the formation of the First Republic on September 21, 1792. A growing urban-based Protestant minority (later dubbed Huguenots) faced ever harsher repression under the rule of King Henri II. Renewed Catholic reaction headed by the powerful dukes of Guise culminated in a massacre of Huguenots (1562), starting the first of the French Wars of Religion, during which English, (Scottish?), German and Spanish forces intervened on the side of rival Protestant and Catholic forces.
